General Rules & Guidelines
UBL is a MEN’s competition min. age 17 years
- UBL will reserve the right to decline player registration & ban players from UBL at UBL’s discretion in the interest of safety, charity & sportsmanship
- UBL does not cover player insurance, players play at own risk
- UBL has the right to refuse registration from players who have a history of abuse/aggression in any other league
- UBL & officials will not tolerate any abuse toward officials, players and referees whether verbal or physical, no exceptions there’s no excuse for that behaviour and you will be asked to leave
- Any player that appears intoxicated will be asked to leave UBL
- Aggressive players whether verbally or physically will be banned from UBL
All players in UBL competitions MUST be registered, nil exceptions, and NO FILL IN’s ALLOWED
RESPECT the REFS! Without referees, we don't have a competition, respect their calls, allow them to control the game, they do their best and they are certified as referees, they will give ample warning to you before they tech you, we don't want to ban players, but we will for the sake of the League, please be respectful.
Fill ins, Forfeit policy & Playoffs Qualification
UBL is about fairness, teams must have their players ready and on the court at the appointed time to keep everything running smoothly.
- Forfeit fee is $75
- Teams with only 3 registered players will be considered as a forfeit. Team and may lose -2 competition points (If a game is still played with the use of referees and duty, full court fee with split points may be agreed on)
- 48 hours notice must be given to avoid a forfeit penalty
- Missing DUTY will incur a $15 penalty.
- Players must be registered, and have completed 33% of the season (est. 6 games) to qualify to play playoffs.
- NO UNREGISTERED FILL INS allowed.
- If you have 4 players and need a 5th, you must have approval of UBL and the other teams’ captain if fill ins are used. They reserve the right to refuse a fill in player.
- If you are a fill in, please respect the other team, its not your team or your game so just fill the gaps and help out, we all want a fair game.
- ANY fill ins on double points round will result in split points for that game against the offending team is they win.
- A team will only be allowed to have 2 x Div 1, or in some cases higher Div players, that will be approved to play a lower division, with a 3rd to be approved by UBL.
UBL all about having fair games and giving everyone the best chance for their team to win fairly. At times you may require fill ins, these situations must be agreed upon by both UBL & the other teams’ captains as a courtesy. This is to negate good players filling in and affecting the game greatly resulting in a loss for a team that may miss out on the playoffs because of it, lets keep things fair.
Disciplinary System & Technical foul Definitions
Technical Foul: a technical foul is any infraction of the rules penalized as a foul which may or may not involve physical contact during the course of play between opposing players on the court, or is a foul by a non-player. Players must always follow the direction/decision of the referee, abusing or not listening to the ref will also fall under this category. The most common technical foul is for unsportsmanlike conduct, swearing at officials or players or abusive negative intentions .
Technical fouls can be assessed against players, bench personnel, the entire team (often called a bench technical), or even the crowd. These fouls, and their penalties, are more serious than a personal foul, but not necessarily as serious as a flagrant foul (an ejectable offense)
Flagrant Foul: a flagrant foul is a serious personal foul. A foul is considered flagrant when it involves excessive or violent contact which could injure the fouled player or lead to a fight. A flagrant foul may be unintentional or purposeful. Fronting up and Pushing a player can fall into this category.
UBL Custom Rules
- 3 fouls in the last minute will bring a team to 8 total fouls, so bonus shots for other team.
- No possession arrow, jump ball will decide possession.
- Offensive fouls are included in Team fouls, and will be 2 bonus shots if in bonus.
- Time outs only on deadball (whistle) or after other team scores.
- If a player is injured, and fouled on play that incurs bonus shots; if player is replaced, and that player shots free throws instead of injured player, then the injured player may not retake the court, unless (1) the team is left with 4 players, AND (2) the other team agrees.
- If a team has only 5 players, and a player is fouled out, they may be allowed to stay in the game on 2 conditions (1) other team agrees AND (2) if they foul, it will be deemed an unsportsmanlike foul, so 2 shots and ball back for other team.
- ALL technical /flagrant fouls incur 2 shots and ball back to the team. only 1 shot penalty is Transition take foul
- Transition take foul (TTF) vs Clear Path (CP) - TTF is used to deter unfair fouling on the transition without going for the ball. A CP will be called if there are no other players from the offending players team ahead of the play up the court.
- UBL DOES NOT use the charge circle.
- If a normal Jump ball (contested ball) call occurs within the 3 point line, the jump will be in the key, all other jump ball situations is tipped at the halfway circle.
UBL Tech Foul Points System
Players will receive the automatic 4 weeks suspension if they tally 3 tech foul pts,, Possible LIFE BAN or at UBL’s discretion if tech foul is received when returning.
Technical fouls
- Unsportsmanlike fouls = Unsportsmanlike or dangerous behavior or pushing, also covered is in game, game-type fouls ie stopping fastbreak without going for the ball – depending on the situation, a tech may be awarded, otherwise a warning should be issued and next is a tech.
- Any Technical foul or Flagrant Fouls= 1 tech foul pt & 5 mins cooling off period on the bench at the referee’s discretion
- 2 Tech in a game = 3 foul pts and/or Automatic 4 weeks suspension & possible Ejection from the Stadium all at UBL’s discretion
- 2 Tech in 2 weeks = 3 foul pts and/or Automatic 4 weeks suspension (also if final warning given)
- 3rd Tech Foul point in a Season = 4 game suspension without replacement player or at UBL’s discretion
- 4th Tech Foul point upon returning, in any Season or any Technical foul post suspension = Ban from UBL or at UBL’s discretion
Unsportsmanlike & Technical Fouls
An unsportsmanlike foul can occur when the player uses means to physically foul a player that can deemed as excessive and unnecessary or dangerous/aggressive.
There are 3 levels of unsportsmanlike fouls
- Normal unsportsmanlike foul - example, not going for the ball but not overly excessive or intentional or accidental high elbow to the face of a defender whilst swinging through, or a hard foul that hurts a player on a follow through, but not overtly intentional.
- Flagrant 1 (1 tech point) - Intentional, and unnecessary, example, shoving a player with your shoulder while they are in the air, pushing a player whilst not going for the ball. An intentional foul that could have resulted in injury. Pushing a player after the play has stopped. Fronting up and Pushing a player can fall into this category, ie aggressive & not going for the ball type plays
- Flagrant 2 (2 tech points, ejection, suspension) - Intentional, unnecessary, and Excessive, example elbow a players head area after a rebound, coathanger type fouls with intent, tripping a player over while they are running fast, pushing a player a 2nd time or trying to engage in fighting.
- FF1 or tech foul offenders sit 5mins off
- 2 x FF1s in a game = Ejection from the game /Stadium at UBL’s discretion & Suspension.
- FF2 -Ejection from the game /Stadium at UBL’s discretion & Suspension.
A technical or Flagrant foul results in 2 free throws and possession back.
If you are suspended by UBL and return from suspension and receive any kind of technical or unsportsmanlike foul = you will be BANNED from UBL
- If you push a person or display an aggressive act they may hurt another person or instigate a fight = 4 game suspension whether or not it leads to a fight, or at UBL’s discretion
- If you strike or physically attack a person in anyway = automatic 12 game suspension, or Ban at UBL’s discretion
- If you contribute to an altercation situation ie. come off the bench or joining in on a brawl (whether it leads to one or not) = 4 game suspension, + above rules, or at UBL’s discretion
- If you do not respect players and officials, ie not listening to them to leave the court/stadium, or verbal abuse of another player (out of context trash talking) then you will be given appropriate technical fouls and 4-12 weeks suspension, or at UBL’s discretion
- If you abuse UBL officials verbally or physically, UBL reserves the right to ask you to leave and ban you from all UBL events, this behavior will never be tolerated
All suspensions and bans can apply to all UBL competitions and UBL events at UBL’s discretion
Any violence or aggression will be referred to the POLICE
We are all here to play basketball, have fun, help raise money for charity, network, and of course win…but there is no excuse for bad behavior and poor manners. If you have a problem with this, us, or any of the above please leave UBL now.
Let the officials control the situation, don’t take things into your own hands, that is not acceptable.

Div SWAP & Playoff Qualification guidelines
Mid-way through season the top Div 2 team will have the option to swap with the bottom Div 1 team. The swapped teams with on points equal to the middle ranked team in their new division, if odd rank, point on the higher side is used..
*If there are more than one team equal first/last, for/against % will decide which team moves (min. 5 games played), otherwise and offensive % count back will be applied
For fair play, PLAYERS and TEAMS must have completed a qualifying amount of participation in the season to make playoffs;
Players (including BYE) AND Teams (NOT INCLUDING BYE) need to have completed 33% of the regular season in order to qualify for the playoffs, this is to prevent game-changing players coming in and unfairly swinging the advantage to that team. or late entries to the season.
Example : 33% of season = 6 out of 18 games
– Teams starting game with only 3 of their own registered players will be considered as a forfeit. Forfeit fee is $60 for the forfeiting team (If a game is still played with the use of referees and duty, full court fee with split points may be agreed on)
REGULAR GAME FORMAT
Clock Stops; Every whistle or basket in the last minute of game unless over 15 point gap
PLAYOFFS FORMAT:
Quarter Finals: Normal timing
Semi Finals – Clock Stops last 2 minutes of the game
Grand Finals:
Div 1
- 4x 12 minute Quarters
Div 2
- 4x 12 minute Quarters
Div 3
- 2x 20 minute Halves
- Clock Stops last 2 minutes of the game
Div 4
- 2x 20 minute Halves
- Clock Stops last 1 minutes of the each half
- Clock stops last 1x minute of both halves
- Jump ball at halves and possession at quarters
- For Div 1&2 - 1 timeout per Quarter, Extra 1 in 4th Quarter
- For Div 3&4 - 2 timeouts per half, Extra 1 in 2nd half
- Team Fouls: 5 per quarter
Overtime Format:
- 2-3 minutes,(if time permits). Both teams receive 2 team fouls before bonus shots. If no winner found, then free throw shoot-out is used. Each person on the court will shoot from each team, taking turns, 5 shots, then Using the same order of shooters, make or miss, till a winner found.
